GRAND JURY INDICTS TWO MEN IN THE CONTRACT MURDER OF A
NINETEEN-YEAR-OLD MOTHER FROM MASSACHUSETTS
Bronx District Attorney Robert T. Johnson announced today that a grand jury has indicted a woman’s ex-boyfriend and his cousin for murder in the alleged contract killing of the 19-year- old mother from Massachusetts.
The grand jury charged Carlos Cruz, 36, and Devon Miller, 25, with one count of Murder in the 1st degree, one count of Murder in the 2nd degree, and one count of Criminal Possession of a Weapon in the 2nd degree. It is alleged that the defendants, ‘acting in concert’, caused the death of Chelsea Frazier.
Cruz (a.k.a. Los), of 166 High Street, Southridge, Massachusetts and Miller (a.k.a. Chink), of 1060 Beach Avenue, Bronx, New York, are both facing a maximum sentence of life imprisonment without the possibility of parole if they are convicted of the most serious charge of Murder in the 1st degree. Frazier was shot multiple times while sitting in a car near the corner of Torry and Barrett Avenues on Sunday, April 14, 2008. According to court papers the crime was a contract murder in which Cruz allegedly paid Miller a sum of money to fatally shoot Frazier.
Cruz and Miller are scheduled to be arraigned on the indictment on Tuesday, May 20, 2008 in State Supreme Court, Part DV. Both defendants are being held without bail.
Assistant District Attorney Allen Karen is prosecuting the case.
